I know it's not exactly how he plays it. Elliott Smith almost always uses barre/
bar chords but this is a much easier way to play a fun song.

If you have any way to improve this, please comment. I would love to know the 
hammer-ons and pull-offs that he uses.

Tuning: 1/2 step down (E♭-A♭-D♭-G♭-B♭-E♭)
In other words: Standard tuning, but make every note flat.
